“I create evil.” (God)

What do you do with this emphatic declaration and revelation from God Himself in Isaiah 45:7, KJV?

 

Most theologians try to distance God from any responsibility for evil saying He only “allows, permits, or uses evil.”

 

But the Hebrew word translated evil here is “ra.”  That’s the same word translated as evil in Genesis 2:9, 17; 3:5, 22; 6:5; 8:21, and in many more OT verses.

 

Also the Hebrew word translated create here is “bara.”  That’s the same word translated as created in Genesis 1:1, 21, 27; 2:3, 4; 5:1, 2; 6:7 and in many more OT verses.

 

So who created evil in the first place?  And why?
